CBO: GOP health care bill would leave 23M more people uninsured

The legislation would reduce the federal deficit by $119 billion over 10 years.

After the CBO score's release, several Republican senators said they do not support the House bill.

The GOP legislation would steer people with costly medical conditions - and who haven't maintained continuous individual coverage - into the high-risk pools in order to lower premiums for others.

Another amendment allocates an additional $8 billion over five years to help people with pre-existing conditions cover medical costs but the CBO said it would not significantly help sick people pay their premiums.

The bill is called the American Health Care Act and would fulfill a long-running Republican goal - repealing and replacing much of former President Barack Obama's 2010 Affordable Care Act, commonly called Obamacare. The previous version of the bill was estimated to have caused about 2 million more people to become uninsured in 2020. CBO and [Joint Taxation Committee] anticipate that most healthy people applying for insurance in the nongroup market in those states would be able to choose between premiums based on their own expected health care costs (medically underwritten premiums) and premiums based on the average health care costs for people who share the same age and smoking status and who reside in the same geographic area (community-rated premiums).

The information is in the so-called "score" released Wednesday of the legislation the House passed earlier this month.

In the states that don't request waivers, average premiums would be about 4% lower than under Obamacare.

Democrats have hammered Republicans over the American Health Care Act, and the Wednesday report only fanned the flames.

In fact, the CBO helps unmask the bogus claim that the Republicans protected people with preexisting conditions. The most recent score of the bill was that the deficit would be cut by $150 billion. Republicans have opted to try to move their bill under special budget rules and intend to pass it in the Senate with only GOP votes. The House bill will serve as a "foundation" for the Senate measure, with some of the same themes incorporated, said Sen. Many Republicans have said they are largely focused on steps that will reduce premiums. Republicans similarly tried to downplay the importance of the CBO's original reports on the AHCA, with the Trump administration noting that it had made inaccurate predictions about coverage increases under the ACA. "The report makes clear Trumpcare would be a cancer on the American healthcare system", Senate Democratic leader Chuck Schumer said at a news conference.

The agency has already issued two reports on earlier versions of the GOP health care bill, but lawmakers continued to make changes up until the last minute to secure enough votes for passage.

According to the report, approximately 23 million Americans who would be insured under Obamacare would not be covered in 2026 under the recently passed House plan.
