Western premiers 'deeply disappointed' in Energy East pipeline's cancellation

August 23, 2017: In a decision cheered by environmentalists but considered a setback by the oil industry, the National Energy Board says it will allow wider discussion of greenhouse gas emission issues in upcoming hearings for the Energy East Pipeline.

"Today's announcement is not the result of a sudden decision by TransCanada".

The Energy East Pipeline, was planned to go underneath Trout Lake through a natural gas pipeline. It will also notify Quebec that it is withdrawing the Energy East project from the environmental review process.

The premiers of Alberta and New Brunswick expressed disappointment over the decision, while the Opposition Conservatives blasted Prime Minister Justin Trudeau's Liberal government for "disastrous" energy policies that they blame for lost jobs and investment.

As a result of its decision not to proceed with the proposed projects, TransCanada is reviewing its approximate C$1.3 billion carrying value, including allowance for funds used during construction or AFUDC capitalized since inception.

Energy East would have carried oil from Alberta and Saskatchewan to refineries on the east coast for processing, and shipment overseas.

The company put the Energy East project on hold in September, four years after it was first announced. "You can't just come in and say, 'OK, we're going to do this.' And you have to adapt your project to the realities of the local governments", adding that they would have to "adapt to the realities and the legislative context of individual provinces".

The company said Thursday it was abandoning the project after a "careful review of changed circumstances".

The project was created to facilitate massive, long-lived expansion of Canada's oil production at a time when science shows we must cut carbon pollution rapidly.

Heurtel asked TransCanada Pipelines to supply a report on the environmental impact of Energy East in Quebec.

New Brunswick Premier Brian Gallant said in a statement Thursday that he believed TransCanada's decision was based on market conditions, but McLellan disagreed, saying oil companies have learned over the last three years to make a profit at lower prices.

"This project was so wrong and so risky, its hard to believe it was seriously contemplated", Gretchen Fitzgerald, national program director of environmental organization the Sierra Club, said.
