US Navy commanders face negligent homicide charges in fatal ship collisions

The charges include negligent homicide, dereliction of duty and hazarding a vessel.

The actions, including charges against several lower-ranking officers, were announced Tuesday by the Navy's chief spokesman, Capt. Greg Hicks. In all, seven sailors died.

The Navy stresses that like civilian preliminary hearings in criminal cases, the Article 32 hearings are not a sign of the accused's guilt or innocence. At the moment, the Navy notes, all involved are "entitled to a presumption of innocence".

Four USS Fitzgerald and four USS McCain crew-members will also face non-judicial punishment, Hicks said.

"Today, I have informed the chief of naval operations that this Thursday I will step aside earlier than previously planned as the commander, Naval Surface Forces, and commander, Naval Surface Force, U.S. Pacific Fleet", Adm. Rowden said in a statement. Caldwell, the head of Naval Reactors, was tapped in October to be the so-called Consolidated Disposition Authority to oversee remaining disciplinary actions stemming from the incidents.

Now for a look at stories making headlines around the world and we start with new developments from last year's deadly collisions involving two U.S. Navy destroyers. Williams was the commander of Task Force 70, which includes the aircraft carriers, destroyers and cruisers in the 7th Fleet, and Bennett was commander of the destroyer squadron.

USNI News first reported the charge recommendations Tuesday.

According to the US Navy, court martial proceedings and hearings are being convened to review evidence supporting possible criminal charges against Fitzgerald members, as well as the commander of the John S. McCain.

The McCain collision was also deemed to have been avoidable and "resulted primarily from complacency, overconfidence and lack of procedural compliance", the investigation found. The ship's commanding officer, executive officer and command master chief were relieved two months later.

Numerous decisions taken that led to these incidents were the result of poor judgment and decision making by commanders, the report highlighted. That said, no single person bears full responsibility for this incident.
