NCAA approves basketball rules changes: agents allowed, undrafted players can return

Missing in the NCAA's package of rule changes is anything to do with pay for players, a wish from many in the college sports community and the inspiration for a multitude of opinion pieces over the years.

The rule changes are aimed at giving basketball student-athletes more flexibility for going pro and also earning a degree.

After an FBI investigation found in September that several Division I college basketball coaches were implicated in recruiting bribery, the NCAA wanted to change up some rules to safeguard themselves from ever having to clean up this mess again. That player that is not selected would have to inform their schools by 5 p.m. the following Monday after the NBA Draft takes place.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated. This change is also dependent on the National Basketball Association and the NBPA modifying their rules regarding age eligibility, which puts the timetable out of the NCAA's hands.

College players also will be allowed to form relationships with NCAA-certified agents if they request an evaluation from the undergraduate advisory committee.

The reforms also call for more transparency around amateur events and hold university presidents and chancellors accountable for noncompliance within the athletic department. However, athletes can only officially visit a school once per year. Athletes returning to school would have to demonstrate need for assistance.

Particularly, the NCAA has made some changes to how it will handle the NBA Draft process on its end.

Most of the changes take effect beginning this school year. The NCAA would establish a fund to help schools that financially would struggle to meet this requirement. "Division I", NCAA President Mark Emmert said in a teleconference with reporters Wednesday afternoon.

The changes also allow the NCAA to accept during investigations outside information that has been "established by another administrative body or a commission authorized by a school". Agents often get a bad rap as pragmatists and manipulators; they serve a necessary and appropriate role in this process. It's on us to restore the integrity of college basketball and continue to improve the interests of all student-athletes.
