North Korea 'will denuclearise in Trump's first term'

Wednesday's trip by the South Korean delegation was largely aimed at setting the date for the third Moon-Kim summit, but it was also expected to focus on removing a stumbling block in denuclearization talks between the United States and North Korea.

Chung said Kim showed "frustration over the doubt raised by some parts of the global community about his willingness to denuclearise, and asked us to convey his message to the United States".

Trump responded Thursday by tweeting, "Kim Jong Un of North Korea proclaims 'unwavering faith in President Trump.' Thank you to Chairman Kim".

Kim's remarks about Trump's term, if conveyed accurately, would represent his first commitment to something resembling a timetable for nuclear talks with the USA leader.

Last month, President Trump cancelled Secretary of State Mike Pompeo's planned trip to North Korea.

United States officials have insisted that a peace declaration, which many see as a precursor to the North eventually calling for the removal of all U.S. troops from the Korean Peninsula, can not come before North Korea takes more concrete action toward abandoning its nuclear weapons.

While pushing ahead with summits and inter-Korean engagement, Seoul is trying to persuade Washington and Pyongyang to proceed with peace and denuclearisation processes at the same time so they can overcome a growing dispute over the sequencing of the diplomacy.

Reports indicate the president is feeling the squeeze after being hit with a double whammy: reports of chaos in the West Wing in Bob Woodward's new book and the New York Times essay that describes the president as "impetuous, adversarial, petty and ineffective" and says the author is part of an organized "resistance" whose goal is 'to preserve our democratic institutions while thwarting [President] Trump's more misguided impulses until he is out of office'.

"It is the case that there is still an enormous amount of work to do", Pompeo told a news conference on Thursday.

Kim pledged his commitment to cooperating with President Trump during high-stakes negotiations with his South Korean counterparts Thursday, saying he hopes to "achieve denuclearization" in the near future.

Seoul says the leaders of the two Koreas will meet September 18-20 in Pyongyang to discuss how to achieve the "complete denuclearization of the Korean Peninsula".

But interpreting them required several caveats: Kim only said that he wanted to realize denuclearization before early 2021 - not commit to doing it - and he didn't provide a clearer definition for the term, something that has emerged as a sticking point with the U.S.

"He said he's pre-emptively taken steps necessary for denuclearisation and wants to see these goodwill measures being met with goodwill measures", Chung said.

North Korea accused the United States of making "unilateral and gangster-like" demands for denuclearization and hampering talks on the end-of-war declaration.

North Korea has said in previous, failed talks over the years that it could consider giving up its nuclear program if the United States provided security guarantees by removing its troops from South Korea and withdrawing its so-called nuclear umbrella of deterrence from South Korea and Japan.

During his meeting with Kim, Chung delivered a message from Trump and will relay comments from Kim to U.S. National Security Advisor John Bolton, Moon's spokesman, Kim Eui-kyeom, told reporters.

Pompeo declined to comment Thursday on what the next steps are for USA diplomacy with North Korea.

The officials arrived in Pyongyang at 9 a.m. and were driven to the Koryo Hotel, where they were greeted by Kim's right-hand man Kim Yong-chol and Ri Son-gwon, the chairman of the Committee for the Peaceful Reunification of the Fatherland.

"The discussions at the summit will also be centred around issues on the permanent settlement of peace and common prosperity on the Korean peninsula as well as, particularly, practical measures to realise denuclearisation on the Peninsula", said Mr Chung.

The Korean War ended with an armistice agreement, which technically leaves the peninsula at war.
