Google to charge for apps on Android phones in Europe

This isn't a cost that you yourself would have to cough up - it's a "licensing fee" that Google will charge European-based phone makers if they want their devices to run Gmail, Maps, YouTube, and Google Play, Google's app store.

"The new fees vary depending on country and device type, and it would apply to devices activated on or after February 1st, 2019", the report said. Google has always offered a paired-down version of the Android mobile operating system free of charge.

"Since the pre-installation of Google Search and Chrome together with our other apps helped us fund the development and free distribution of Android, we will introduce a new paid licensing agreement for smartphones and tablets shipped into the EEA", Hiroshi Lockheimer, a Google senior vice president explained in a blog post.

The new system should give Google's rivals such as Microsoft Corp more room to partner with hardware makers to become the default apps for search and browsing, analysts said.

European Union countries are divided into three tiers, with the highest fees coming in the UK, Sweden, Germany, Norway, and the Netherlands. More high-end manufacturers such as Samsung are likely to be able to absorb the cost by increasing the price of their devices. But to get access to Google's popular Play store, the company required manufacturers to install Google's bundle, which included the Chrome browser and Google Search.

The European Commission ruling does not explicitly require Google to charge licensing fees, but Google is required to break apart its traditional bundle of apps. In theory, separating Search and Chrome from the rest of the Google app bundle will let manufacturers sign deals with other search and browser providers.

The move comes after the European Commission fined the company $4.9 billion for "illegally cementing its dominant position" in the search market by imposing the restrictions. It means companies will now be able to add the aforementioned apps without adding Chrome and search.

The new fee goes into effect on October 29 for any new smartphone or tablet models launched in the European Economic Area and running Google's Android operating system, the company announced on Tuesday. If companies want Facebook, Instagram, Snapchat, and other major apps on their devices, paying Google is the easiest way in. Now that companies will be paying per-device in Europe, there's a strong chance that'll translate to higher overall device costs in order to make up for lost revenue.
