A 2002 booking photo of Cesar Sayoc, who was taken into custody on October 26, 2018, in connection with a spate of suspicious packages and pipe bombs sent to prominent Democrats and critics of Donald Trump.

The white van papered with inflammatory material that was captured by local media outlets during Sayoc's arrest did in fact belong to him.

Sayoc was charged Friday with transporting explosives across state lines, illegally mailing explosives, threatening former presidents and others, threatening interstate communications and assaulting federal officials, according to charging documents.

In 2002, he was convicted on a threat to "throw, place, project or discharge any destructive device".

The records show eight arrests, including on suspicion of grand theft, battery, fraud, drug possession and probation violations. He said investigators had yet to determine whether the bombs were actually "functional", but the devices could be unsafe "if subjected to the right combination of heat or shock or friction".

None of the bombs exploded, but FBI Director Chris Wray said Friday, "These are not hoax devices".

"It would be worse than September 11th", Sayoc said, according to the police report, which also said Sayoc threatened the company's representative with physical harm if his electricity was turned off.

A federal law enforcement source said charges would likely be brought by federal prosecutors in Manhattan and Sayoc transferred to New York City.

Pipe bombs found across the U.S.

Details suggested a pattern - that the items were packaged in manila envelopes, addressed to prominent Trump critics, carried USA postage stamps and had the same return address for Florida-based Democratic Congresswoman Debbie Wasserman Schultz.

The first pipe bomb that was received came Monday in Northern Westchester at the Katonah home of billionaire business magnate and political activist George Soros.
