House Democrats vote to reopen government, reject Trump’s demand for wall funding

Congress was unable to agree on a spending measure to keep the government open last month once the president insisted he would not sign such legislation unless it included $5 billion in funding for a massive wall along the USA border with Mexico.

"Our question to the President and to the Republicans is, 'Why don't you accept what you have already done to open up government?' " asked California Rep. Nancy Pelosi, the presumed new House speaker, referring to a bipartisan, Senate-passed funding measure, albeit one Trump has never publicly endorsed.

The two-part legislation - passed on the same day that Democrats took control of the House - aims to restore funding for nine federal departments which are now unfunded. A handful of Republicans broke ranks on each measure to vote "yes" with the Democrats.

In her reprised role, she will have to thread a political needle, standing up to Trump when needed but also showing that her party is capable of working with the president to pass legislation. "We are giving him a Republican path to do that". "Why would they not do that?" Congress has not passed funding for the wall as Trump proposed, but has put money toward replacing existing fencing or building new fences on the border.

McConnell has dismissed the idea as a "total nonstarter" and a waste of time.

President Trump and his allies have accused Democrats of flip-flopping on border security, voting in favor of a barrier in 2006 but now refusing one, reports CBS News' Tony Dokoupil.

"The impasse is very real and very deep seated", he said, noting it could last for months.

Without a deal to end the partial government shutdown, the Department of Homeland Security will not be able to bring some furloughed workers back to their jobs while others continue to be forced to work without paychecks for the time being.

Comments from the most politically vulnerable members of McConnell's caucus suggested discomfort with the majority leader's approach, and a desire for a quick resolution to the shutdown.

Since 1913, when the House first reached its current size of 435 seats, only five speakers have been elected with fewer than 218 votes.At the beginning of the 34th Congress in 1855, 133 ballots over a period of two months were necessary to elect Nathaniel Banks of MA as speaker.The last multiple-ballot speaker election was in 1923.

Collins, a senior member of the Appropriations Committee, also indicated support for an element of the Democrats' approach.

The votes were along party lines as nearly all House Republicans stood by Trump, whose budget office threatened a veto of the bills if he doesn't get the $5 billion he is seeking for a wall at the border with Mexico.

Vice President Mike Pence, who was on the Hill Thursday to swear in new senators, took a hard line, telling Fox News Channel's Tucker Carlson, "Bottom line, if there's no wall, there's no deal".

"I think that it only has ever been radicals that have changed this country", Ocasio-Cortez says.

But the Republican-led Senate appears unlikely to consider the Democratic funding bills.

Debbie Murcasel-Powell, who will now represent Florida, showed off her office-along with her first order of business, ending the government shutdown.
