Kim Kardashian praises California death penalty ban

Newsom signed an executive order granting reprieves to death row inmates and closing the state's execution chamber.

Public opinion in California on capital punishment has shifted dramatically in the past few decades, with increasing numbers of people preferring the option of life without the possibility of parole to the death penalty in most cases.

In 2016, California voters approved a ballot measure to fix the state's death penalty system, limiting the length of death penalty appeals to five years after conviction.

He said that roughly 60 percent of inmates waiting in the state to be executed are people of color while many criminals executed in the past year suffered from mental impairments, adding that in the past 45 years, 164 death-row inmates have been exonerated, the San Francisco Chronicle reported. The expected decision was derided by President Donald Trump Wednesday morning, who tweeted that Newsom was "defying voters" and that the "Friends and families of the always forgotten VICTIMS are not thrilled, and neither am I!"

Newsom's decision will be officially announced on Wednesday, according to the NYT.

Michele Hanisee, President of the Association of Deputy District Attorneys, said that Newsom is "usurping the express will of California voters and substituting his personal preferences".

Newsom plans to say that the death penalty is racist and classist.

Death penalty opponents hope California's suspension of executions will inspire other states to follow suit. "I was grateful to him", Newsom said.

His administration's regulations are stalled by challenges in both state and federal court, but those lawsuits may be halted now that Newsom is officially withdrawing the regulations. California hasn't executed anyone since 2006. Its death row has the most inmates of any US state.

Despite recent polling indicating that support for the death penalty is at its lowest level since the early 1970s, Newsom's order still bucks the will of most California residents.

Seventy-nine condemned California inmates have died of natural causes since California reinstated capital punishment in 1978.

He said his views on the death penalty were first shaped 40 years ago when he learned of his grandfather's and father's advocacy for a wrongfully convicted man.

In addition, he said, 25 of the state's death row inmates had exhausted all of their appeals, meaning they would be in line for execution. At least 18 of the 25 people who were executed past year had significant evidence of mental illness, intellectually damaging brain injuries or chronic childhood trauma or abuse, according to a Death Penalty Information Center report released in December.

Nonetheless, Newsom's action is the latest indication of how California politics have changed around capital punishment.

"He's following in the footsteps of other governors who abused this power because they were frustrated by a law that they just personally disagreed with", Kent Scheidegger, legal director of the pro-death penalty Criminal Justice Legal Foundation, told the Los Angeles Times.
