Border wall emergency: US House fails to override Trump's veto

The House on Tuesday failed to override President Donald Trump's veto of a resolution that would have terminated his declaration of a national emergency at the southern US border, leaving the matter to federal courts where several lawsuits challenging the decision have been filed.

Lawmakers voted 248-181 to overturn Trump's veto, but that fell 38 votes shy of the required two-thirds margin.

But their veto override attempt seems certain to fall short of the two-thirds majority they will need to succeed later Tuesday.

Most of the 14 Republicans who voted with Democrats to block the emergency declaration have said that while they agreed with the president's call for border security, his method for securing funding set a bad precedent of executive overreach.

Trump declared the national emergency on February 15, after Democrats in Congress blocked his request for $5.7 billion for wall construction.

The Democratic-led House failed Tuesday to override President Donald Trump's first veto, salvaging his effort to steer billions of extra dollars to erecting border barriers and delivering a victory to the White House in a constitutional and political clash that's raged for months.

Subsequently, the US President issued his first veto rejecting as "dangerous" and "reckless" congressional resolution of his emergency declaration and asserted that Americans would be "put at risk" at the border with Mexico if the measure became a law.

Despite his veto remaining intact, Trump may not be able to spend the money for barriers quickly because of lawsuits by Democratic state attorneys general and others that could take years to resolve. "We are establishing the intent of Congress", she said at an event in NY last week during the congressional recess.

A number of Republicans in both chambers had defected in the initial votes on the disapproval resolution, looking to counter Trump's move out of a belief that it undermined their constitutional authority.

The vote came after Sunday's massive win for the president when Attorney General William Barr announced that Mueller hadn't found evidence that the president or his campaign colluded with Russian Federation to interfere with the 2016 election.

"We're focused right now on seeing what happens on the floor, and then collectively the leadership will decide how we proceed from there", the New York Democrat said. A few weeks later, 12 Senate Republicans joined with Senate Democrats to pass it, marking a sharp rebuke from members of the President's own party on a key issue to his base. But Democratic Representative Adam Smith, the Armed Services Committee's chairman, said Tuesday the panel did not approve the proposed use of Pentagon funds.

The Department of Defense has redirected $1bn in funding to allow construction of some of Donald Trump's border wall, it announced late on Monday night, in a move Democrats said would worsen existing "substantial shortfalls" in defense spending.

Congress has approved less than $1.4 billion.

But that list remains speculative, and House Republicans remained rigidly linked to Mr. Trump. That vote was 245-182, with 13 Republicans joining Democrats in support of termination.

Twelve GOP senators, almost 1 in 4, ended up opposing him.
